Changes to the Building Regulations 2013

Changes to various parts of the Building Regulations will be coming into force on the 6th April 2013. Approved Document M of the Building Regulations deals with the ‘Access and use of buildings’.

An overview of the main changes made by the 2013 amendments to Approved Document M are;
a.    Reference to the new Approved Document 7 supersedes the general guidance on materials and workmanship and the Construction Products Directive
b.    Reference to the Disability Discrimination Act (DDA) has been removed and updated to reflect the requirements of the Equality Act 2010 and its relationship with Approved Document M.
c.    Design guidance for primarily internal stairs / ramps, handrails / guarding and manifestation of glazing has now been consolidated and incorporated within the new revised Approved Document K ‘Protection from falling, collision and impact’.
d.    Guidance on ‘access statements’ has been revised to ‘access strategies’ to promote more effective communication between applicants and building control bodies.
e.    Guidance on door opening forces has been updated’, along with WC pans and suites.
f.    Reference to Changing Places toilet accommodation has been included for the first time.
g.    Further definitions for ‘contrast visually’, ‘general access stair’, ‘light reflectance value’ and ‘utility stair’ have been provided.
